Morgan County Released Inmate Records
“Released” must be read with the recorded disposition. A person can leave Morgan County Jail on bond, after time served, under a court order, or at sentence completion. Another entry may show a move to the Tennessee Department of Correction, a different county, the U.S. Marshals Service, or an immigration custodian. Those moves end the Morgan County Jail episode but do not place the person in the community. The jail record should identify both the event and the destination.
Morgan County has an added source of confusion. The sheriff operates the local jail, while TDOC operates Morgan County Correctional Complex in the same county. Brushy Mountain State Penitentiary is closed. A state prisoner at MCCX may have been convicted anywhere in Tennessee and may have no Morgan County court file. For that person, a parole, discharge, sentence expiration, or prison transfer belongs in TDOC records. The operator, facility, and last known custody type decide which record can confirm the outcome.
- Bond
- Conditional release before the criminal case ends. It is not a dismissal.
- Time served
- Custody credit satisfies the ordered jail term, though other case duties may remain.
- Parole
- Release from incarceration before sentence expiration under Board conditions and TDOC supervision.
- Discharge
- An end to a stated correctional term or status, interpreted from the precise agency field.
- Transfer
- Movement to another custodian, not a community release.
Morgan County Custody Release Types
The same word can describe very different legal and physical events. MCSO records the jail operation, the court supplies the legal order and case result, and TDOC records a state sentence. Compare the disposition against the destination before saying someone was released to the community.
| Recorded event | Meaning | Best next source |
|---|---|---|
| Bond or court order | The local jail may release the person if no other hold blocks departure. | MCSO release entry and Morgan County court order |
| Time served or sentence completion | The ordered confinement may be complete, but probation or another case can remain. | Jail register, judgment, and later court entries |
| Probation | A community sentence may start directly or after split confinement. | Judgment, FOIL, and assigned supervision office |
| Parole | A state prisoner leaves incarceration after a grant, plan approval, and processing. | FOIL, Board order, and TDOC supervision status |
| TDOC or other transfer | The person left one facility but remains confined by another custodian. | Recorded destination and receiving agency |
| Detainer handoff | A federal or immigration agency may assume custody after the local case permits release. | MCSO destination plus the correct federal record |
A dismissal and a physical release are also distinct. A dismissal can remove one legal basis for custody, but another warrant, sentence, or hold may remain. Conversely, a jail disposition can show transfer while the local charge continues. Matching the case number, date, charge, and destination prevents those records from being read as contradictions.
Fields in Morgan County Release Records
A useful release record joins identity, custody, authority, and destination. MCSO does not publish a complete online field set, so the items below are fields to request from an admission/release log or named booking packet. They are not a promise that every item exists or is disclosable in each record.
| Requested field | What it can establish |
|---|---|
| Committed name, aliases, birth date, booking number | Distinguishes the intended person from a similar name. |
| Booking date and time | Defines the Morgan County Jail custody episode. |
| Arresting or committing agency | Identifies who brought the person into custody. |
| Charges, court, and case number | Links the jail event to the legal file. |
| Release date and time | Records when MCSO ended that custody episode. |
| Release reason or disposition | Shows the stated authority, such as bond, time served, or transfer. |
| Destination or receiving agency | Separates community release from continued custody elsewhere. |
| Booking photograph | Provides the maintained intake image when public and available. |
The court file adds the bond or release order, disposition, judgment, sentence, jail credit, probation terms, and later revocation, satisfaction, or expunction orders. VINELink serves a different role. It can send a prompt custody-change alert, but its event record is not the sheriff’s complete release packet and may not explain the legal reason.
Note: Ask for the actual disposition and destination because absence from a roster cannot distinguish community release from a transfer.
Request Morgan County Release Records
Start with the Morgan County Sheriff’s Office for a county-jail event. Its official pages publish conflicting email contacts and one page retains legacy personnel text. Call first to confirm the current public-records coordinator and accepted delivery method. The office is at 414 Main Street, Wartburg, TN 37887, and the main number is 423-346-6262. The standalone sheriff site lists administrative hours as Monday through Friday, 7 a.m. to 4 p.m.
- Identify the person with a full legal name, birth date or booking number when known, and a narrow date range.
- Ask for existing records: the jail-register entry, booking record, release order or disposition, movement record, property-return receipt, and photograph if needed.
- Request the commitment date, actual release date and time, recorded manner of release, and destination or receiving agency.
- Ask for reasonably segregable public portions and the legal basis for any withheld part.
- Request electronic production and an itemized estimate before chargeable work begins.
Under the Tennessee Public Records Act, the enforceable inspection right generally applies to Tennessee citizens, subject to exceptions and reasonable office rules. The custodian may seek proof of residency, clarification, or payment under its adopted policy. No Morgan-specific release-record or photo fee was found. Inspection ordinarily carries no fee, while copies, delivery, and labor after the first hour may be charged. The seven-business-day rule governs the agency’s response when prompt production is not practical; it does not promise delivery of every file within seven days.

Morgan County Release Record Retention
The Tennessee sheriff records-retention schedule explains why web visibility is not the same as record retention. Series 12-015, the inmate or jail register, is permanent and includes the commitment and release dates. Judgment and release orders in Series 12-018 are kept five years before they may become eligible for destruction. Booking logs, movement, and transportation material in Series 12-010 are also kept five years. Those records can show whether an entry was a gate release or transport to another institution.
Identification files, including photographs, have a far longer schedule tied to death or a reasonable presumption of death. A property-return receipt in Series 12-027 is permanent. Where a public, redacted version is available, its released-person signature and officer witness may support that physical processing finished, though it does not by itself explain the legal reason. Request the permanent register first, then the order and movement record, and use the court file when an older jail document is gone.
The Tennessee Public Records Act resources describe access under Tenn. Code Ann. § 10-7-503 and related provisions. Juvenile, medical, victim, investigative, security-sensitive, sealed, and expunged content can be restricted. A completed expunction is a court process, not a synonym for release. It can later change what the jail, TDOC, TBI, and court display. Do not reconstruct material that a lawful order has removed from public access.
Note: Permanent retention describes a government record series, not a promise that Morgan County posts the record on the web.
Confirm Morgan County Release Contacts
The current Morgan County government heading identifies Sheriff Rick Hamby, while the county page and standalone sheriff page do not list the same email address and older personnel wording remains below that heading. Those conflicts do not make the agency record invalid, but they do make a phone check important before a request includes personal identifiers. Call the published main number, ask who now coordinates public-record requests, note the date and name of the responder, and use the delivery route that person confirms.
This local detail matters for corrections as well. A person who believes a TBI registry entry is wrong should use the separate official registry correction channel rather than asking MCSO to revise a state database. The sheriff’s registry page gives TBI’s correction number as 888-837-4170. A jail-release correction, a court-order correction, and a registry correction may therefore require three distinct custodians. Send each office the record it controls and preserve the response.
Morgan County Court Release Proof
Morgan County’s Circuit Court Clerk administers both General Sessions Criminal and Circuit or Criminal Court records. A case can begin in General Sessions and later be bound over, so a complete account may require entries from both stages. The clerk remains the practical starting point. Ask for the docket, bond or release order, disposition, judgment, sentence, jail-credit notation, probation or split-confinement terms, and any later amendment, revocation, satisfaction, or expunction order.
The jail and court records should be reconciled, not substituted for each other. A court order explains legal authority but may not show the moment MCSO cleared every hold. The permanent jail register supplies the operational release date but may reduce a complex court result to a short code. For Morgan County released inmates, match name, case number, charge, and date across both. The clerk is at 415 North Kingston Street in Wartburg and can be reached at 423-346-3503.
Find a Morgan County Released Inmate
Begin with the last known custodian, not a broad name search. The sheriff jail, MCCX, BOP, ICE, and a transfer jail use different databases. This order keeps a state-prison result from being mistaken for a local booking and keeps a transfer from being called release.
- For Morgan County Jail, check the official sheriff site only for current availability, then call MCSO because no working released feed is published.
- Request the jail release date, time, disposition, and destination. Compare them with the Morgan County court order and case outcome.
- For MCCX or another Tennessee felony case, search TDOC FOIL by name, TDOC or TOMIS number, or SID and read the exact status and date labels.
- Use Tennessee VINELink for a custody-change alert, then verify the event with MCSO or TDOC.
- Use BOP for federal sentence custody, ICE for immigration detention, and the federal docket or USMS route for federal pretrial custody.
A released person usually leaves a live jail roster. A missing name proves neither community release nor the reason for departure.
The sheriff’s current “INMATE ROSTER” label returns to homepage and contact material rather than a distinct roster. A narrow records request is therefore the local fallback, not an optional last resort. For a named-person search, keep the date of each lookup because FOIL and notification data can change as agencies process transfers, supervision, and discharge.
TDOC Search for Morgan Releases
Tennessee Felony Offender Information, known as FOIL, covers people currently or formerly in TDOC custody or supervision. It is the right public starting point for someone discharged or paroled from MCCX, placed on TDOC felony probation, or formerly held elsewhere in the state system. It does not cover every short Morgan County Jail stay.
| FOIL field | Use | Required or conditional |
|---|---|---|
| Last and first name | Search by committed identity | Used for a name search |
| Alias match | Broadens a name search | Optional |
| Race | Narrows or compares matches | Optional |
| TDOC or TOMIS ID | Searches a stable state identifier | Alternative to name |
| SID | Searches the state identification number | Alternative to name |
| CAPTCHA | Completes the public search | Case-sensitive |
A result may show a photograph, incarcerated, parole, probation, or inactive status, location, offenses, sentence information, parole-hearing status, and release information. Read the precise field label. A Release Eligibility Date is an earliest statutory point for parole consideration, not an exit date. A parole grant still depends on plan approval and release processing. A new location can mean transfer inside TDOC.
The live FOIL form shows the name and identifier routes used for a Morgan County state record.
This official overview confirms that former custody and supervision records, rather than only active prison placements, can appear in the statewide search.
Morgan County Recent Release Records
No official Morgan County Tennessee 24-hour, 48-hour, or 72-hour released-inmate feed was identified. The sheriff homepage displays an “INMATE ROSTER” label, but the rendered element does not open a separate roster. The corrections page is narrative text. Neither source provides a released filter, published release-date field, booking-photo flag, refresh schedule, archive, or web-retention period.
The accurate recent-release path is a dated request for the admission/release log or named booking packet. MCSO states that corrections officers keep a record of everyone admitted to or released from the facility. A requester can ask for the permanent jail-register entries whose release dates fall within a defined day or three-day range without claiming that an online feed exists. A same-day request should state the exact date and desired release fields.
Note: Social posts may provide a lead, but MCSO does not publish a systematic release-post schedule that can replace jail records.
Morgan County Post-Release Supervision
The Tennessee Board of Parole decides parole, while TDOC supervises parole and felony probation in the community. FOIL is the public identity and status check. “Parole” indicates release from incarceration with continuing supervision. “Probation” can follow a direct court sentence, a jail term, or split confinement. TDOC says a probationer must report within 48 hours of placement or release from split confinement, but the person’s court order and officer instructions control.
Morgan County is served by TDOC District 21 at 110 E. Centre Stage Business Park in Clinton. The directory lists 865-220-4001 and does not identify a Wartburg walk-in office. Call before appearing. An absconder or warrant claim is not ordinary release status and should not be repeated from social media; use FOIL and the responsible agency. Parole decisions, probation status, hearing records, and regional contacts come from their respective TDOC or Board sources.
Morgan County Release Alert Channels
Tennessee VINE provides custody-change alerts through VINELink. TDOC participation is established, but Morgan County Jail participation must be confirmed in the live search for the specific person and agency. Select Tennessee, compare identity and location, open the matching record, and choose the notification method offered. A released or out-of-custody result reflects the event reported by a participating agency. It may not say bond, time served, transfer, or another legal reason. Verify the alert with the custodian and court.
No federal prison or dedicated ICE detention facility was verified in Morgan County. Federal routes still matter when the jail records a handoff. The BOP Inmate Locator covers federal custody from 1982 forward. “Released” means BOP custody ended; “Not in BOP custody” can still mean another agency holds the person. ICE’s locator uses an A-number and country of birth or biographical details and has a far narrower recent-release window. A local ICE detainer requests notice and up to 48 extra hours for a possible handoff, but it does not prove ICE took custody. Obtain MCSO’s recorded destination.
USMS pretrial custody is separate from sentenced BOP custody. If the jail disposition says USMS, the person may remain confined even when an ordinary BOP name search is blank. Use the federal case docket and official USMS records route in that situation.
Travel After Morgan County Release
Morgan County’s rural transportation system can help with a planned return, but it is not a documented jail-gate shuttle. ETHRA transportation describes door-to-door, demand-responsive service that is first-call, first-served and generally asks for about three business days of advance notice. That schedule does not fit an unplanned bond release or a changing court clearance time.
Before arranging a ride, ask MCSO for the actual exit location and the best available processing information. Do not treat a projected date, hearing date, or expected bond time as a confirmed gate event. Family or a support person should make a separate pickup plan for a same-day release. For an anticipated TDOC release, the approved release plan and assigned instructions control where the person reports, and the destination may be outside Morgan County.
Morgan Release Status by System
Use the system that controlled the last custody episode. Each source below answers a limited question, so a result should be paired with the release disposition when the distinction between transfer and community release matters.
- MCSO web presence
- Confirms the official jail contact and current web availability, but not why a missing person left.
- MCSO jail register and packet
- Records county admission, actual release date, disposition, and destination, but not the full legal case outcome.
- Morgan County court file
- Explains bond, disposition, judgment, sentence, and probation, but not the exact exit after every hold clears.
- TDOC FOIL and records
- Cover MCCX or statewide felony status, sentence, parole, and discharge, but not every local jail booking.
- VINELink and federal systems
- Provide event alerts or the matching federal custody path, not a certified MCSO release packet.
Morgan County Release Facility Map
Three local names require three different search paths. The county jail is active local custody, MCCX is an active state prison, and Brushy Mountain is a closed historic institution. Search results that describe an unverified “Wartburg City Jail” or a Morgan County jail in another state should be rejected.
- Morgan County Jail
- An active MCSO county jail. Use its register and release disposition, followed by the local court file.
- Morgan County Correctional Complex
- An active TDOC state prison with a published operating capacity of 2,128. Use FOIL, TDOC records, Board action, and supervision status.
- Brushy Mountain State Penitentiary
- A closed state prison whose 2009 closure followed MCCX expansion. Use TDOC archived and historic records, not a live custody lookup.
The shared county name is the main local search hazard. Always keep the operator and street address beside any saved result. Morgan County Jail is at 414 Main Street. MCCX is at 541 Wayne Cotton Morgan Drive. A location change within FOIL can show a prison transfer, while an MCSO destination can show movement to TDOC. Neither should be reported as final discharge without the matching status and actual release transaction.
Note: Brushy Mountain’s current visitor operation is not a custody source and cannot confirm a historic inmate’s release record.
