MCCX Release and Transfer Paths
The Tennessee Department of Correction operates Morgan County Correctional Complex. It is not the Morgan County Jail. A person can leave MCCX through sentence expiration, parole after an approved release plan, determinate release, another lawful release mechanism, or transfer to a different TDOC institution. Only the completed release paths end physical prison confinement. A transfer keeps the person in TDOC custody.
Where a person goes depends on the approved plan and legal status, not on the prison's county. Someone released from MCCX could return to Morgan County, report in another Tennessee district, enter another custodian's control, or remain under community supervision elsewhere. TDOC District 21 serves a person assigned to supervision in Morgan County, but it does not automatically supervise everyone who leaves the prison.

Tennessee Felony Offender Information, known as FOIL, covers people currently or formerly in TDOC custody or supervision. It is the correct public discovery route for MCCX. It does not cover every person who spent time only in the county jail. Search carefully because names alone can produce the wrong person.

MCCX Release Records Contact
The prison's main line can confirm the proper current channel for facility information. A request for an offender's archived release or discharge material belongs with TDOC Records Management. The archive route asks for a complete committed name, a TDOC or TOMIS number when known, date of birth, approximate facility and dates, contact information, and a detailed description of the existing records sought.

Ask for the release or discharge summary, sentence-computation record, release certificate, supervision dates or status, and public portions of the archived offender file as needed. A photo is a separate item. TDOC says archive-search charges may apply and directs requesters not to send payment first because it will give notice of any charge.

TDOC identifies Morgan County Correctional Complex as a male institution spanning minimum through maximum custody. Its published operating capacity is 2,128. Those facts describe a large statewide prison within Morgan County, not a local booking facility for the sheriff. A person incarcerated there may have been convicted in any Tennessee county and may have no Morgan County trial file.

MCCX Release Date Meanings
Tennessee does not have one valid formula that turns every sentence into a release day. A release eligibility date, or RED, is the earliest point at which parole may be considered under the applicable law. A hearing date is when the Board considers a matter. A parole grant is a decision, but TDOC states that physical release waits for an approved plan and required conditions. Sentence expiration is yet another concept.
Credits can be earned, lost, withheld, restored, capped, or barred by the offense law and date. Multiple sentences, pretrial jail credit, discipline, amended judgments, detainers, and new sentences can alter a projected milestone. Some specified offenses have modern 100-percent rules, while a separate group permits program credits to lower parole eligibility by no more than 15 percentage points without changing expiration. The often repeated “85 percent” claim is not a rule for every MCCX prisoner.

MCCX Release Supervision Records
Parole is community release before sentence expiration under Board conditions and TDOC supervision. Probation can follow split confinement or arise from a court sentence. “Inactive” points away from active TDOC custody or supervision but should be read with dates and sentence details. None of these labels should be reduced to a simple claim that every legal obligation ended.
Morgan County is served by TDOC District 21 in Clinton. That office groups Anderson, Fentress, Morgan, and Scott counties. MCCX and Morgan Release History
Morgan County's custody landscape contains three institutions that search engines often mix. MCSO runs the county jail at Main Street for local bookings and shorter custody. TDOC runs MCCX at Wayne Cotton Morgan Drive for state prisoners. Brushy Mountain State Penitentiary is closed and belongs to historical research. The operator and address should accompany every record match.
TDOC states that the 2009 expansion of Morgan County Correctional Complex resulted in Brushy Mountain's closure. That fact links the institutions historically, but it does not make Brushy a current unit, release desk, or alternate MCCX contact. Current state-prison searches use FOIL. Older Brushy confinement and release questions use TDOC or archival records.
MCCX Archived Release Records
FOIL is fast discovery, but a current web view is not the full record. TDOC maintains an archived-record route for former offenders. The request should identify the precise FOIL label, the date it was viewed, the relevant sentence, facility, and the discrepancy or field that needs confirmation. Ask for computed dates and the actual release transaction rather than a broad question about why a screen changed.
If the transaction lists another authority, ask for the receiving custodian, subject to lawful limits. This is crucial when “release” means a handoff under a detainer rather than entry into the community. A discharge summary, release certificate, sentence computation, Board order, and supervision record serve different purposes and may need to be reconciled.
Federal systems do not replace TDOC records for MCCX. The Bureau of Prisons locator covers federal custody, and ICE's locator covers immigration detention. Neither is a general Morgan County Correctional Complex archive. Use one only when TDOC's actual destination points to that authority.
